David is the Director of Wastewater (Special District No. 1) at East Bay Municipal Utility District (EBMUD)in Oakland. EBMUD provides water service to approximately 1.3 million customers and wastewater service to 650,000 customers in Special Distinct No. 1. David oversees a staff of 290 and is responsible for operation and maintenance of the wastewater treatment plant plus three wet weather treatment facilities and an industrial recycling facility, the District’s laboratory, source control and pretreatment programs, and wastewater technical services, which consist of the planning, design, and construction of wastewater facilities. David has more than 30 years of experience, which includes working as a consulting engineer and working the last 20 years in the public sector. He is active in local, regional, state, and national professional organizations, serving as the President of the National Association of Clean Water Agencies (NACWA), past Chair of the Bay Area Clean Water Agencies (BACWA), and Chair of the San Francisco Bay Aquatic Science Center. He earned his B.S. in Civil Engineering and M.S. in Sanitary Engineering at Purdue University, and has an MBA from University of California, Berkeley.
