Harry Price

President

Harry Price is Past- President of the Fairfield-Suisun Sewer District, Board of Directors, and is currently the Mayor of the City of Fairfield. Mr. Price is a retired High School English Teacher and was Solano County's 1986 Teacher of the Year. He earned his Bachelor of Science Degree in Education from Lock Haven State University, his Masters in Education from Western Washington State University, where he was awarded a Rockefeller Fellowship. Mr. Price is also an active member of the California League of Cities and the Fairfield City Council. He is married to Elizabeth Price, and has two children, three stepchildren and four grandchildren.

Ronald E. Young P.E., DEE

1st Vice President/President Elect

Ron has been General Manager of the Elsinore Valley Municipal Water District since 2002, after 20 years with Irvine Ranch Water District, the last 11 of which he served as the District’s General Manager. He holds a Bachelor of Science degree in Civil Engineering from Colorado State University, a Master of Science in Engineering from Loyola Marymount University and a California Wastewater Treatment Plant Operator, Grade V Certification. In addition to being a California registered Civil Engineer, he is a Diplomat of Environmental Engineering with the American Association of Environmental Engineering. Ron has been active in CASA for 20 years. He and his wife Shaula have been married for 32 years; together they have three sons and one grandson.

Wyatt Troxel

2nd Vice President

Wyatt has been an Inland Empire Utilities Agency, Board of Directors Member since November 1982, serving Division 5 Rancho Cucamonga. He has over 27 years of experience in municipal water and wastewater activities in both the public and private sectors. He chairs the Board's Engineering and Operations Committee and Salinity Management Subcommittee, and is a member of the Water Reclamation Committee, along with being appointed as the Agency's representative to the Metropolitan Water District of Southern California Board of Directors in 1994. Prior to joining CBMWD in 1985, he was affiliated with the Fallbrook Sanitary District and the Tahoe-Truckee Sanitation Agency. Wyatt is a graduate of the University of California - Riverside - B.S. degrees in Biology and Chemistry; with certifications in wastewater treatment plant operations in both California and Hawaii, and holds a lifetime teaching credential from the California Board of Education.

Tom Selfridge

Secretary Treasurer

Tom is the current General Manager-Chief Engineer for the Truckee Sanitary District in the Lake Tahoe area. Prior to moving “up” to Truckee, Tom was the Manager-Engineer for the Novato Sanitary District (NSD) in Marin County for 5 years, and worked for the District since 1992. Prior to working for the Novato Sanitary District, Tom was a project engineer for East Bay Municipal Utility District (EBMUD) for 11 years. Tom earned a BS degree from Cal Poly San Luis Obispo, and a Masters degree from UC Berkeley. He is a registered Civil Engineer, and served as Treasurer for two other non profit organizations. He also was the President for 2 years of the largest youth sports organization in Marin County. Tom has 3 children, ranging from ages 18 to 24.

Gary Darling

Director-At-Large

Gary has been Delta Diablo Sanitation District’s General Manager/District Engineer since August 2003. He was Manager of the Water Supply Improvements Division of East Bay Municipal Utility District where he managed development of future water supplies for EBMUD. He is the former director of construction for Contra Costa Water District’s Capital Project Program where he was also responsible for completing the environmental review process, permitting, and eventually construction and start-up of the Los Vaqueros Reservoir Project. Gary is a registered professional civil engineer; he earned his degree in engineering from the University of California, Davis. Gary and his wife, Cindy, reside in Walnut Creek with their two children.

Jeffrey G. Hansen

Director-At-Large

Jeff has been a member of the Dublin San Ramon Services District (DSRSD) Board of Directors since 1985 and has served three times as its President and Vice President. He also has served on the Boards of Directors of the Livermore Amador Valley Water Management Agency (LAVWMA) and the DSRSD-East Bay Municipal Utility District Recycled Water Authority (DERWA). Mr. Hansen has been a leader in creating and implementing regional solutions to water and wastewater infrastructure planning and financing issues, including LAVWMA’s recently completed 16-mile export pipeline project from the Tri-Valley to the San Francisco Bay and DERWA’s San Ramon Valley Recycled Water Program (SRVRWP) which provides high quality recycled water to irrigate parks, golf courses, schools and other large landscapes. Mr. Hansen is a business and real estate law attorney who has practiced in the East Bay for more than 25 years. He received his Bachelor of Arts degree in Political Science from the University of California at Berkeley and his Juris Doctor degree from Golden Gate University in San Francisco.

Barbara Hockett

Director-At-Large

Barbara was elected to the Central Contra Costa Sanitary Board of Directors in 1992. She served as President of the Board in 1995, 2001 and 2005. She supported the development of Contractual Assessment Districts that make it feasible for homeowners with a failing septic system to connect to the district. She currently represents the District on the Sanitation and Water Agencies of Contra Costa County and serves as Board Liaison to the Cities of Alamo, Danville, and San Ramon. Ms. Hockett holds a Bachelor of Science Degree in Nursing and a Master of Science Degree in Education. Ms. Hockett has been a member of the Nursing Faculty in both the Community College system and a private college. As Director of Education, she commissioned an international hospital in Egypt and has worked with the Employment Development Department, Department of Health Services, Community College Chancellors Office and private industry in the development of partnerships for workforce development. She currently is a Case Manager with the John Muir Physician Network. Barbara resides in Alamo and has two adult children.

John E. Hoagland

Director-At-Large

John was elected to the Board of Directors (Board) of the Rancho California Water District (RCWD/District) in September 2001 with a successive re-election in 2005. Mr. Hoagland’s current term expires in December 2009. Mr. Hoagland served Sr. Vice President of the Board in 2003 and as President in 2004. Having served on various ad hoc and standing policy committees of the Board since 2001, Mr. Hoagland currently serves on the Engineering & Operations Committee and is Chairman of the Administration Committee. Mr. Hoagland and his wife have resided in the Temecula area since 1987. With over 25 years of professional executive experience managing municipal and special district water and wastewater utilities, Mr. Hoagland is principal of John E. Hoagland Associates, Consulting Services. Mr. Hoagland is a registered Civil Engineer and has a Masters Degree from UCLA in Water Resources.

Steve Hogg

Director-At-Large

Steve is the Assistant Director of Public Utilities/Wastewater Manager for the City of Fresno, Department of Public Utilities, Wastewater Management Division. He has been with the Division for 25 years, 12 of those in his current position. His professional affiliations include: Member of Water Environment Federation, Member of California Water Environment Association, Vice Chair of Central Valley Clean Water Association, and Chair of the Manager’s Committee and Vice Chair of the Program Committee with CASA. Steve received his Bachelor of Arts degree in Organization Development from Fresno Pacific University and an Associate of Science degree from Fresno City College in Water Utility Science. Born and raised in Fresno, Steve has been married for 26 years and has two teenage daughters. Interests include coaching softball and woodworking.

David Williams

Director-At-Large

Dave is the Director of Wastewater (Special District No. 1) at East Bay Municipal Utility District in Oakland, CA. East Bay Municipal Utility District provides water service to approximately 1.3 million customers and wastewater service to 650,000 customers in Special Distinct No. 1. Mr. Williams oversees a staff of 290 and is responsible for operation and maintenance of the wastewater treatment plant plus three wet weather treatment facilities and an industrial recycling facility, the District’s laboratory, source control and pretreatment programs, and wastewater technical services which consist of the planning, design, and construction of wastewater facilities. Dave has over 30 years experience which includes working as a consulting engineer and working the last 20 years in the public sector. He is active in local, regional, state, and national professional organizations and serves as a Board member of the National Association of Clean Water Agencies (NACWA), chair of the Bay Area Clean Water Agencies (BACWA), and was chair of the Federal Liaison & Legislative Committee of CASA. He earned his BS in civil engineering and MS in sanitary engineering at Purdue University and has an MBA from University of California, Berkeley.

Jackie Kepke

Associates Director at Large

Jackie Kepke is CH2M HILL’s Global Technology Leader for Water Portfolio Management. In that role, she stewards services and technologists that understand and evaluate linkages among components of the built and natural water cycle, including the nexus of the water cycle and energy use to help clients plan and build sustainable infrastructure. Jackie is an environmental engineer and project manager with a wide range of experience in the water industry including strategic planning, reuse, odour control, natural treatment systems, watershed planning and TMDLs, and water security. She has been an active participant in CASA and Tri-TAC for 8 years, serving previously as the Tri-TAC Air Committee Chair. Jackie holds BS and MS degrees in civil and environmental engineering from Stanford University and is a registered Civil Engineer in California.

Kamil Azoury

Past President

Kamil is the General Manager/District Engineer of the Goleta Sanitary District in Santa Barbara County. Before joining the District in 1995, he spent 20 years in the private sector, working as an engineering consultant for various public agencies, and serving as District Engineer for several water and sanitary districts in the San Francisco Bay Area, and also worked as an Associate Engineer with the California State Department of Public Health. Kamil served as Chair of the CASA Awards, Managers, and Program Committees, and was President of the Southern California Alliance of Publicly Owned Treatment Works (SCAP). He has a degree in Civil Engineering, and earned a Master of Science in Sanitary and Environmental Engineering from Syracuse University in New York.

Michael Dunbar

Past President

Michael Dunbar is currently the General Manager of South Coast Water District (SCWD). He started with the District in 1987 as District Engineer, and became General Manager in 1992. Prior to working at SCWD, Mike worked for several consulting engineering companies, whose projects were affiliated with SCWD. Mr. Dunbar received his Bachelor of Science Degree in Civil Engineering and also a Master of Science Degree in Environmental Health Engineering from University of Notre Dame. He is married and has four children.
