CASA Achieves Significant Victory in Opposing AB 371 - Bill Moved to Assembly "Inactive File" and Unlikely to be Heard in 2013
After several weeks of strong lobbying efforts and significant grassroots efforts by CASA members, AB 371 was placed on the Assembly "Inactive File" during this morning's Assembly Floor Session. CASA, the City of Los Angeles, San Francisco PUC, LACSD, OCSD and several other groups engaged in a concerted effort in recent weeks to oppose AB 371 which would have banned the use of biosolids in Kern County setting a bad precedent and threatening the use of land application of biosolids which is a safe, sustainable, highly regulated process.
CASA asks members to continue to keep up the heat in opposition of AB 371 (Salas). AB 371 is the bill which would authorize Kern County to regulate or prohibit by ordinance the land application of biosolids in unincorporated areas in the county. AB 371 passed out of the Local Government Committee this week but not without significant efforts by CASA, CASA members and others to stop the bill with opposition letters and persuasive and science-based testimony.

Felicia Marcus has been western director at the Natural Resources Defense Council since 2008 and was executive vice president and chief operating officer at the Trust for Public Land from 2001 to 2008. She served as the administrator for the U.S. Environmental Protection Agency, Region 9 from 1993 to 2001. Marcus was a commissioner on the City of Los Angeles Board of Public Works. She has been a member of the Delta Stewardship Council since 2010.

Governor Jerry Brown was scheduled to release his January 2012-13 Budget tomorrow, January 10, per the annual constitutional deadline. However, last Thursday the Administration became aware that someone in the Department of Finance had accidentally posted an early copy of the Governor's 2012-13 Budget to its public website, which necessitated a quick change in plans for the Governor. We received word that the Governor would call the press corps together shortly thereafter to unveil the Budget a little ahead of schedule.
Today Assemblymember Roger Dickinson released his long-awaited report from the Legislative Analyst’s Office on Special Districts, in conjunction with the return of the Legislature for the commencement of the 2012 Legislative Session. The report is dated October 21, 2011.
Governor Brown had until Sunday at midnight to sign or veto approximately 600 bills that were sent to him during the final weeks of the 2011 legislative session, and like Governor's before him, he had Capitol watchers in rapt anticipation heading up to the deadline.
